In 1998 London had no strategic authority. The previous administration, the Greater London Council, had been abolished by the government in the 1980s, and the new London Mayor and the Greater London Assembly, was not established until 2001. During the intervening 20 years London government was totally devolved to the 33 boroughs and a number of strategic authorities.
The need for an agency to assist the boroughs to work together on energy issues was recognised by London local authority energy officers who formed an association (the London HECA Forum) in 1998, and led the drive to attract funding from the European SAVE programme for an agency. This was successful, and the Greater London Energy Efficiency Network (GLEEN) was established in July 1999 to assist the 33 London local authorities to deliver energy efficiency and fuel poverty schemes.
Following the establishment of the Greater London Authority and the London Energy Partnership, GLEEN reviewed its work and now focuses on the development of new initiatives and on its domestic energy services.
GLEEN is a not-for-profit company limited by guarantee.
